Hi everyone,
In view of our meeting on Wednesday, I would like to share a draft paper I've been working on.
It focuses on the European Commission's e-consultations implemented through the"Have Your Say"<https://ec.europa.eu/info/law/better-regulation/have-your-say_en> portal.
The topic converges with my PhD, which studies the implementation of e-participation by European institutions throughout the policymaking process.
It is a work in progress, based on an extensive data set, so I am still polishing the data analysis, and the conclusions might be a bit fuzzy. In this endeavour, I would very much appreciate your feedback on any aspects, and in particular on:

Clarity of the arguments
*
Data presentation and interpretation
*
Any striking findings I might have omitted/not thought about
*
Other promising ideas to consider for further research
For now, I plan to present the article at a conference on e-governance and e-democracy. I would very much welcome suggestions on journals that might be interested in it.
I can happily introduce it briefly during the meeting if you don't have time to go through it.

Hope you had a great start to the week!
Over the last couple of months, I’ve been working on my PhD proposal (attached), which is embedded within Antonis’ larger INEQNEWS project along with some researchers in Scotland & the UK. I’ll be presenting this proposal in our meeting this Thursday, and I’m looking forward to hearing your thoughts on it.
Of course, it is far from being a ‘final’ proposal & there will be several changes along the way as we start data collection & analysis – but for now, there’s a structure emerging & I’m curious to see if you share my optimism.

Benjamin Toff from the University of Minnesota will visit SMIT on 24 April to present his latest book Avoiding the News<https://cup.columbia.edu/book/avoiding-the-news/9780231205191>. The talk will last for approximately 45 minutes and Q&A will follow. The talk will also be streamed at Teams.

Avoiding the News: Why Growing Numbers are Turning Away from Journalism and What Can be Done about It
More and more people globally are disengaging from news despite unprecedented abundance and ease of access. This presentation will provide an overview of findings from a new book examining why and what can be done about it, drawing on extensive survey data and qualitative interviews in Spain, the United Kingdom, and the United States. News avoidance, most common among disadvantaged groups, is about both content and broader structures of everyday life: who people are, what they believe, and how technology platforms increasingly shape relationships with news.
Short Bio
Benjamin Toff is an assistant professor at the Hubbard School of Journalism and Mass Communication and a faculty affiliate of the Center for the Study of Political Psychology and the Department of Political Science at the University of Minnesota. He studies public opinion, political communication, digital media, and changing journalistic practices.
From 2020-2023, he was also a Senior Research Fellow at the Reuters Institute for the Study of Journalism at the University of Oxford where he led the Trust in News Project.<https://www.benjamintoff.com/research/trust-in-news-project> Dr Toff received his doctorate in Political Science from the University of Wisconsin-Madison and a bachelor’s degree in Social Studies from Harvard University.
Prior to his academic career, Dr Toff worked as a professional journalist, mostly as a researcher at the New York Times from 2005-2011.

I was trying to finish a first draft of a paper to discuss with you this Tuesday at the NUSE team meeting, but unfortunately that is still a while away since I’m a bit stuck in the qualitative coding of my interviews… Ike recommended to still use the opportunity to have you gathered and that we could perhaps try out a different format for a feedback sessions, so if it’s alright with you, I’d love to get your feedback on the codes I’m developing for my paper :)
Attached you can find a 4page extended abstract of the paper to get some background (also welcome to provide feedback on this of course). I’ll still work on the codes in the next few days and present them on Tuesday.

Beste collega’s, beste ondertekenaars van de open brief aan de rectoren
Mag ik jullie aandacht vragen voor volgende dringende oproep. Met een aantal collega’s stelden we een open brief samen, gericht aan de Vlaamse Interuniversitaire Raad (VLIR), met de vraag om de volledige vernietiging van het Palestijnse universitaire en educatieve leven zeer ernstig te nemen. We vragen aan de VLIR dan ook dringend actie te ondernemen. Acties die in lijn zijn met gelijkaardige maatregelen die de VLIR heeft genomen in het recente verleden. Als universitaire gemeenschap beseffen we net heel goed in welke mate educatie en het recht op onderwijs deel uitmaken van elke duurzame oplossing. Gaan we als academici, studenten, universitaire personeel zomaar toekijken op de vernietiging van de universitaire gemeenschap in Palestina?

Dear colleagues, dear signatories of the open letter to the rectors
May I draw your attention to the following urgent appeal. With a number of colleagues, we wrote an open letter, addressed to the Flemish Interuniversity Council (VLIR), asking them to take the complete destruction of Palestinian university and educational life very seriously. We therefore ask the VLIR to take urgent measures in line with similar measures taken by the VLIR in the recent past. As a university community, we understand very well the extent to which education and the right to education are part of any future sustainable solution. Are we as academics, students, university staff just going to stand by and watch the destruction of the university community in Palestine?

Subject: REMINDER: Open brief van bezorgde medewerkers n.a.v. de humanitaire crisis in Gaza
Geachte rectoren,
Op donderdag 19 oktober uitten wij, ondertekenaars van de open brief<https://docs.google.com/document/d/1qbVE4Bvid2kp1WbazZYBJl6QHqYikNpnhTM20HD…>, onze bezorgdheid over de situatie in Gaza, en bij uitbreiding in Israël/Palestina. Op maandag 30 oktober stuurden we jullie een herinnering. Ook vandaag willen we jullie nogmaals een herinnering sturen. Ondertussen telt de open brief al meer dan 3400 ondertekenaars uit de Vlaamse academische gemeenschap.
Verschillende onder jullie hebben ondertussen publiekelijk gereageerd. Maar onze open brief blijft onbeantwoord en de drie vragen die wij als collega’s, studenten en werknemers aan jullie voorlegden, blijven eveneens onbeantwoord. Enkel de VUB heeft samen met het Hannah Arendt Instituut openlijk opgeroepen voor een onmiddellijk staakt-het-vuren, wat één van onze drie vragen was. Maar naast een oproep voor een staakt-het-vuren kunnen de universiteiten zelf ook concrete acties ondernemen, zoals ze gedaan hebben in het geval van Rusland en Iran. Vandaar nogmaals ons dringende verzoek om concreet te antwoorden op de drie vragen in onze open brief.
Hier nogmaals onze drie vragen:
* Als absolute prioriteit: een gezamenlijk oproep van alle rectoren aan onze politieke vertegenwoordigers voor een onmiddellijk staakt-het-vuren en het toelaten van humanitaire hulp in Gaza en de bescherming van de bevolking van Gaza door de Verenigde Naties.
* De boycot, desinvestering en opschorting van alle samenwerking met Israëlische universiteiten, bedrijven en overheidsinstellingen die de bezetting en het apartheidsregime ondersteunen en/of er voordeel uithalen.
* De oprechte en consistente toepassing van mensenrechten in wetenschappelijk onderzoek, onderwijs en het beleid van de universiteiten. Bijgevolg ook de volledige transparantie over de aard van samenwerking met overheidsinstellingen en bedrijven die de schending van mensenrechten ondersteunen en/of er voordeel uit halen.
Wij lezen dat rector Herman van Goethem vraagt om ons als academici uit te spreken op basis van onze expertise en dat academische vrijheid niet zonder meer samenvalt met de vrijheid van meningsuiting: “Wanneer docenten en onderzoekers zich publiekelijk uitspreken, in colleges of daarbuiten, dan horen ze dat te doen vanuit het gezag verbonden aan hun functie en vanuit wederzijds respect. Hun stellingen zijn wetenschappelijk onderbouwd en onderzoekshypotheses worden ook als zodanig geformuleerd.”
Beste rectoren, wij kunnen u verzekeren dat onze open brief is opgesteld op basis van onze academische expertise, onze functie als pedagogen en onze wetenschappelijke integriteit. Wij willen u nogmaals eraan herinneren dat al op 15 oktober meer dan 800 internationale experten<https://www.anbamed.it/2023/10/16/public-statement-scholars-warn-of-potenti…> internationaal recht, conflictstudies en genocide-studies in een publiek statement waarschuwden voor een potentiële genocide tegen Palestijnen in de Gazastrook door de Israëlische strijdkrachten. De situatie is er sindsdien alleen maar op verergerd. Onder andereReuters<https://www.reuters.com/world/middle-east/un-experts-point-evidence-genocid…> meldde gisteren dat VN-experten<https://www.ohchr.org/en/press-releases/2023/11/gaza-un-experts-call-intern…> wezen op bewijs van 'genocidale ophitsing' in Israël tegen de Palestijnen.
Sinds 7 oktober intervenieerden verschillende van ons in het publieke debat om telkens opnieuw de feiten op tafel te leggen. We spreken over een illegale bezetting, land-annexatie, apartheid en schendingen van de mensenrechten die al decennia aan de gang zijn. We worden soms verweten niet evenwichtig genoeg te zijn in deze zaak. Maar het onevenwicht zit vooral in de framing van de recente escalatie als een conflict tussen twee strijdende partijen dat startte op 7 oktober en waarbij Israël de partij is die ‘reageert’. Voor 7 oktober waarschuwden verschillende waarnemers, experten en zelfs militairen binnen het Israëlische leger al voor een mogelijke gewelddadige escalatie omwille van het toenemende dagelijkse geweld van de regering Netanyahu.
Beste rectoren, wij maken deel uit van een veel grotere groep academici die zich uitspreken op dit moment. Ierse collega’s<https://www.irishtimes.com/opinion/letters/2023/11/04/war-in-the-gaza-strip/>, Joodse collega’s<https://www.nrc.nl/nieuws/2023/11/12/joodse-academici-en-studenten-universi…> in Nederland, onze Palestijnse collega’s<https://www.birzeit.edu/sites/default/files/upload/open_letter_from_birzeit…> van Birzeit University, en vele anderen vragen universiteiten en overheden om duidelijke standpunten in te nemen en maatregelen te treffen in lijn met de waarden en normen die ze uitdragen. Laat ons geen dubbele standaarden hanteren en net zoals in het geval met Rusland en Iran ook nu daadkrachtig optreden.
Wij zijn uiteraard bereid onze open brief en onze vragen verder toe te lichten in een gesprek. En we kijken vooral uit naar jullie antwoorden op onze drie vragen.

Subject: RE: Open brief van bezorgde medewerkers n.a.v. de humanitaire crisis in Gaza
Geachte rectoren,
Op donderdag 19 oktober uitten wij, ondertekenaars van de open brief, onze bezorgdheid over de situatie in Gaza, en bij uitbreiding in Israël/Palestina. Al op 15 oktober waarschuwden meer dan 800 internationale experten<https://www.anbamed.it/2023/10/16/public-statement-scholars-warn-of-potenti…>internationaal recht, conflictstudies en genocide-studies in een publiek statement voor een potentiële genocide tegen Palestijnen in de Gazastrook door de Israëlische strijdkrachten. De situatie is er sindsdien alleen maar op verergerd.
Dit weekend kwamen opnieuw miljoenen mensen op straat in de hele wereld, ook in verschillende Belgische steden, om de disproportionele reactie van het Israëlische leger aan te klagen, de oorzaken van dit geweld nog eens onder de aandacht te brengen (nl. bezetting, verstikkende blokkade en apartheid) en de internationale gemeenschap ter verantwoording te roepen.
Gezaghebbende acties en reacties zijn in deze humanitaire crisis heel belangrijk en worden steeds urgenter. Jullie stem, als vertegenwoordigers van onze academische gemeenschap, kan een verschil maken. Wij willen daarom nog eens met aandrang onze open brief onder jullie aandacht brengen. Ondertussen telt de open brief al 2400 ondertekenaars uit de Vlaamse academische gemeenschap. We zullen als academici de situatie blijvend onder de aandacht brengen. Via deze brief en andere acties. We kunnen in deze zaak niet zomaar blijven toekijken.

In het licht van:
* Het huidige militaire offensief van Israël op de Gazastrook sinds 7 oktober 2023, ongekend in zijn omvang en ernst voor de bevolking van Gaza en de Palestijnse bevolking in zijn geheel. Verschillende internationale instituties, mensenrechtenorganisaties en experten trekken op dit moment aan de alarmbel en waarschuwen voor oorlogsmisdaden<https://reliefweb.int/report/occupied-palestinian-territory/israel-commits-…>, schendingen van het internationaal humanitair recht<https://www.amnesty-international.be/nieuws/israel-moet-onmiddellijk-het-af…> en zelfs genocidaal geweld<https://jewishcurrents.org/a-textbook-case-of-genocide> en etnische zuivering<https://www.ohchr.org/en/press-releases/2023/10/un-expert-warns-new-instanc…> vanwege het Israëlische leger en de Israëlische regering. De luchtaanval op het Al-Ahli hospitaal<https://www.aljazeera.com/gallery/2023/10/17/photos-an-israeli-air-raid-on-…>, waarbij minstens 500 mensen werden gedood, is het voorlopige dieptepunt in de huidige nietsontziende belegering<https://www.aljazeera.com/program/newsfeed/2023/10/9/israeli-defence-minist…> van Gaza en de willekeurige Israëlische bombardementen<https://www.nytimes.com/2023/10/10/world/middleeast/gaza-israel-airstrikes.…>, waarbij hospitalen, universiteiten, telecommunicatie netwerken, markten, moskeeën en residentiële wijken worden aangevallen (o.a. met het gebruik van witte fosfor munitie<https://www.nrc.nl/nieuws/2023/10/13/human-rights-watch-israel-heeft-fosfor…>). Het is ook een dieptepunt in de 16-jaar lange onleefbare<https://www.un.org/unispal/document/gaza-unliveable-un-special-rapporteur-f…> blokkade van Gaza, waarbij de bevolking nu ook afgesloten<https://www.nrc.nl/nieuws/2023/10/09/israel-sluit-als-onderdeel-van-volledi…> van de bevoorrading van water, voedsel, benzine en elektriciteit. Deze collectieve bestraffing<https://ihl-databases.icrc.org/en/ihl-treaties/gciv-1949/article-33> is illegaal.
* Het geweld en de schendingen van het internationaal recht op de Westelijke Jordaanoever. Sinds 7 oktober hebben Israëlische kolonisten, met steun van het leger en de politie, Palestijnse burgers aangevallen en neergeschoten<https://www.anbamed.it/2023/10/16/public-statement-scholars-warn-of-potenti…> (zoals gedocumenteerd in de dorpen a-Tuwani en Qusra). Meer dan 50 Palestijnen in de Westelijke Jordaanoever werden vermoord sinds 7 oktober<https://www.unrwa.org/resources/reports/situation-report-6-gaza-strip-west-…>. We mogen ook niet vergeten dat het afgelopen jaar één van de dodelijkste jaren<https://www.972mag.com/gaza-attack-context-israelis/?fbclid=IwAR1wFFi30jBza…> was voor Palestijnen sinds zeer lange tijd. De huidige extreemrechtse regering in Israël komt openlijk uit voor de verdere annexatie<https://www.lemonde.fr/en/international/article/2023/06/20/israeli-governme…> van de overgebleven Palestijnse gebieden. Ze geeft kolonisten de vrije baan om nieuwe illegale buitenposten op te zetten en raids te organiseren op Palestijnse steden en dorpen. Deze kolonisten worden ook geen strobreed in de weg gelegd door het Israëlische leger wanneer zePalestijnen doden of verminken<https://www.aljazeera.com/news/2023/10/6/palestinian-killed-as-israeli-sett…> die hun huizen proberen te verdedigen.
* De bredere en historische context: De huidige militaire escalatie in Gaza is niet geïsoleerd maar een onderdeel van de decennialange schendingen van het internationaal recht en de mensenrechten in het kader van de Israëlische bezetting, het apartheidsregime<https://www.amnesty.org/en/latest/campaigns/2022/02/israels-system-of-apart…> en het voortdurende geweld tegen burgers<https://www.amnesty.org/en/location/middle-east-and-north-africa/israel-and…> in zogenaamde periodes van ‘kalmte’. We hebben het hier over misdaden tegen de menselijkheid die al 75 jaar aanslepen, sinds de Nakba of de etnische zuivering van Palestijnen in 1948. Volgens de bekende Israëlische historicus Ilan Pappe “is het concept etnische zuivering niet alleen van toepassing op de Israëlische politiek in 1948 maar ook op de sindsdien door Israël gevolgde strategie” (december 2022<https://www.omniboek.nl/boek/de-nakba/>).
Gezien de urgentie van deze humanitaire crisis en in het licht van de hierboven genoemde feiten en bewijzen vragen we jullie met aandrang om een duidelijk standpunt in te nemen en dringend actie te ondernemen. Als gezicht van de belangrijkste kennisinstituties in Vlaanderen kunnen jullie een verschil maken.
Wij vragen daarom:
* Als absolute prioriteit: een gezamenlijk oproep van alle rectoren aan onze politieke vertegenwoordigers voor een onmiddellijk staakt-het-vuren en het toelaten van humanitaire hulp in Gaza en de bescherming van de bevolking van Gaza door de Verenigde Naties.
* De boycot, desinvestering en opschorting van alle samenwerking met Israëlische universiteiten, bedrijven en overheidsinstellingen die de bezetting en het apartheidsregime ondersteunen en/of er voordeel uithalen.
* De oprechte en consistente toepassing van mensenrechten in wetenschappelijk onderzoek, onderwijs en het beleid van de universiteiten. Deze drie concrete acties liggen ook in lijn met wat de Palestijnse Boycott, Divestment and Sanctions beweging<https://bdsmovement.net/call> (BDS) op dit moment vraagt aan de internationale gemeenschap. De BDS-campagne is geïnspireerd op de Zuid-Afrikaanse boycot beweging tegen Apartheid en de Amerikaanse Burgerrechtenbeweging. Ze is gegroeid uit het decennialange verzet van de Palestijnen tegen bezetting, apartheid en etnische zuivering. De BDS-campagne wordt ondersteund door duizenden bewegingen en miljoenen mensen over de hele wereld, gaande van vakbonden, boerenbewegingen, klimaatbewegingen en antiracistische, feministische en inheemse organisaties.
We kunnen u verzekeren dat we deze vragen niet licht opvatten. Het geweld (en de slachtoffers aan beide kanten) kan enkel stoppen bij het einde van de bezetting, het einde van het apartheidsregime en het einde van de schending van het internationaal recht. We will be hosting Joanne Kuai, a PhD researcher focusing on AI and algorithm studies, on Friday, 2nd Feb. She is very enthusiastic about engaging in discussions with peers. She will have a seminar with us for around one hour, presenting on the topic "Journalism as an Institution in the Age of Artificial Intelligence, the Case of China and Beyond" and discussing recent studies on algorithmic news and AI adoption in the media industry. It will be a valuable opportunity for idea sharing, especially as many of us in the MEP and NUSE units are conducting relevant studies. I invite you to join this seminar if you are interested. Joanne Kuai<https://www.kau.se/en/researchers/joanne-kuai> is a lecturer and a PhD Candidate at Karlstad University, Sweden, with a research project on Journalism as an Institution in the Age of AI. She is an instructor for JournalismAI Academy<https://www.lse.ac.uk/media-and-communications/polis/JournalismAI/academy> hosted by LSE, and a regular contributor<https://newbooksnetwork.com/hosts/profile/5ef1818e-8d9a-4c53-806b-ac17815d5…> to the New Books Network Podcast. Paper Discussion: The interaction of content, context and user practice in everyday news use

Hi all!
Here is an idea/ early draft of what will be the final paper of my PhD dissertation. As you will see, it is very much a work in progress. Since I just started working on the paper and most parts remain to be written, I have included some keywords and ideas for further structure to give you more of an idea of where I am heading. I understand that it might be hard to follow and assess as a whole at this point, so it is completely fine to just focus on the introduction.
It feels somewhat unnatural to share a draft so early in the process, but I thought I’d use this opportunity to get some feedback on whether the idea of the paper seems convincing and worth pursuing and if there perhaps are other aspects that might be relevant to consider before moving on. Any type of comments or feedback is therefore very welcome :)
To provide some context, my PhD project focuses on news use and news audiences, where I seek to understand and nuance how and why people engage with news the way they do by focusing on their experiences with news in everyday life. The other three papers in the dissertation focus on 1) how news users experience digital news subscriptions and why particularly younger people are more reluctant to pay for digital news (and what their reluctance means in terms of news engagement and interest), 2) temporal aspects of news use, focusing particularly on short digital news consumption practices (e.g., scrolling, checking, scanning or snacking news on your phone) and what these practices mean in terms of engagement, experience, skills, etc., and 3) a conceptual paper on studying news use through the concept of “media experience” to capture key insights about mediated lives in digital societies.

We are mindful of your time so if the entire article is perhaps too long to critically assess as a whole, we have some pointers that we are struggling with ourselves and that would be good points of attention:
1. We would kindly invite you to help us kill our darlings (and hereby apologize for the length of the paper): which parts of the article might be too long or even unnecessary in building our argumentation? Are the lengths of each part (introduction, theory, methodology, findings, conclusion, and discussion) in proportion to each other?
2. The alignment of the theoretical framework with the findings: is the literature review a logical framework from which the findings emerge?
3. the structure of the methodology and the findings: in this article, we aim to combine computational comment analysis with in-depth interviews. Finding the right ways of interweaving these two methods and findings has been a challenge and we would much appreciate your comments on how we structure the methodology and findings, and whether the steps we made are clear.

She is a PhD researcher working with Halvard Moe at the Dept of Information Sciences and Media Studies at the University of Bergen. You can expect her and our working papers by Tuesday. This might be a bit tight, but I did not want to let the opportunity go by to have Marianne visit us, as she is now finishing a stay in Amsterdam which makes it much easier for her, and seen the links with the work Halvard is setting up in his very interesting ongoing ERC project PREPARE<https://www.uib.no/en/rg/mediause/153029/erc-grant-new-research-project>.

As previously flagged at the SMEETING, please find attached the readings for the first meeting of the Innovation in Creativity and Storytelling aka YouTube Reading Group. The aim is to experience the joys of deliberative scholarly exchange, or simply, to have fun with ideas.
