STAR2 - Questionnaire and allocated MSs

Dear Partners, With regard to the activities under Workstream 2 of the STAR-2 project, please find attached the consolidated version of the interview questionnaires for DPAs and SME associations, which now incorporates your constructive comments. The file also contains the Member States’ allocation for each partner. It generally matches STAR-1 allocation, with only very few changes to accommodate the different PM allocation among partners. As you can see, I edited the deliverable template to replace STAR-1 details with the STAR-2 ones. However, I leave to you the choice of words for the standard project summary at page 4. Also, highlighted in red are the items that need your evaluation. Finally, please note that we are setting up a SurveyMonkey survey for this deliverable, which will hopefully enable us to gather additional data and produce an even more complete WS2 deliverable. Rules and obligations of the new EU data protection regulation (coming into force as of May 2018) affect generally these data controllers, too and there are also some specific rules of the GDPR which apply to SMEs. STAR II Ws2 extension request

Dear Julia, Gabor, I'm writing to ask that we request an extension for the deadline for workstream 2 of STAR II to M9 (April). The reason for this request is we would like to ramp up more our Irish office in preparation for the validation workshop at the end of WS2, which we are hosting. We also want to assure an adequate venue for the workshop. Our intention would be to adhere as closely as possible to the current deadlines for the written deliverables (D2.1 and D2.2) and preferably to have substantial drafts of these deliverables available at that point (given how they are needed to feed into WS3 and WS4). If you agree, we would like to shift the actual deliverable due dates by three months to April 2019. A side-benefit of this change would be that we could include some promotion of the hotline at the Validation workshop in Dublin, and increase its international character. Can you let me know your opinion on this, and apologies for any inconvenience. In addition to my previous mail: The Gibraltar Regulatory Authority published a GDPR guidance for SMEs on its website. In the Annex of the guidance there is a detailed questionnaire for SMEs to assess their compliance with the GDPR. The Consortium Agreement has been finalized (see attached). It was printed in 3 copies, so after signing each partner can have an original one of it. Our President will sign the CAs tomorrow, and then we will send them to VUB, which will forward it to TRI to it's London-address as requested by DBW during the KOM if I remember correctly. 2. I've asked our Financial Department to prepare the transfer of the first instalment, so that the payment can be made a.s.a.p. 3. I submitted deliverable D1.1 (see attached) to the COM on 30 September 2018. It was submitted late but I informed the PO about the situation before the original deadline. 4. The press release on the launch of STAR II has been finalized as well (see attached). STAR II - information on developments

Dear All, Regarding STAR II I would like to inform you about the following: 1. The Consortium Agreement has been finalized (see attached). It was printed in 3 copies, so after signing each partner can have an original one of it. Our President will sign the CAs tomorrow, and then we will send them to VUB, which will forward it to TRI to it's London-address as requested by DBW during the KOM if I remember correctly. 2. I've asked our Financial Department to prepare the transfer of the first instalment, so that the payment can be made a.s.a.p. 3. I submitted deliverable D1.1 (see attached) to the COM on 30 September 2018. It was submitted late but I informed the PO about the situation before the original deadline. 4. The press release on the launch of STAR II has been finalized as well (see attached). Dear All, Thank you for your comments and suggestions on the draft Consortium Agreement, but I would like to point out that not all of them have been included in the (hopefully) final clean version, which is attached to this e-mail. I also attached the previous version, so you can compare them. Some remarks: - Section 7.1.1., last paragraph: We don't see the second part of the sentence necessary for two reasons: The provisions of payment are detailed in Section 7.3.1 and the same part of STAR I CA does not contain any more either. - Section 7.3: We modified the schedule plan slightly, the pre-financing amount would be distributed in a proportion of 20%-40%-20%-10%-10%. The first payment would be made without delay after the CA is signed by all of us, then the second payment would follow in December 2018, so by the end of this year already 60% of the pre-financing amount would be distributed. If we would distribute the amount in 5 equal instalments, the Partners would receive only 40% of the pre-financing amount by the end of the year. We insist on this method and we hope you can accept this it as well. You can find the payment schedule plan at the end of the CA (Attachment 2). - Section 8.2: Modified according to David's suggestion. Please review the CA for the last time. Our President can sign the CA on Thursday (he is out of office until then) and then we will send the document to VUB by post. Other: - @ Everyone: If you have nominees for the External Advisory Board, please give us their names and contacts a.s.a.p. - @Everyone: Please give me your feedback on deliverable D1.1 (Minutes from the KOM) until 27 September. As it is written in the CA, we plan to disseminate the pre-financed amount in 5 instalments. We tried to proportionate these instalments to the tasks and workload of each work package, that's why the instalments are not equal and that's why we plan to distribute the biggest instalment for the period between December 2018 and May 2019. But anyway, we will discuss your proposed changes with our financial department. Regarding the first payment (last sentence of point 7.3.1): Unfortunately it's impossible to make it within 45 calendar days from the start of the project, as this deadline would have been 14 September (the project officially started on 01 August) and in addition we have still not received the requested bank details from VUB. 2. Could you give me the VAT number of TRI? Dear all, Yesterday Unit C3 of the DG JUST organised its kick-off meeting for the action grants under the RDAT-AG-TRAI-2016 “Support training activities on the data protection reform” call (i.e. for STAR I and its sister projects). The meeting had 2 main parts: * Project management (overview of the functioning of the participant portal, administrative and financial matters such as GA amendment, reporting, audits, etc.) * Current status of the projects and comments of the DG thereon Regarding the management: it was a really thorough overview with plenty of helpful information. They promised to share the slides, will be forwarded immediately. Since the online system is entirely new for the DG JUST, practically STAR I (and the sister projects) is the first where they use it. This means they request feedback and they are happy to assist us in order to discover the system together. Regarding the status of the projects: it is clear that whereas the other projects focus on dissemination and training STAR I focuses on the content. For example: one project organises 20(!) workshops, the other project creates training materials from the FRA data protection handbook, the third focuses only on DPOs, the fourth only on judges, etc. After presenting the project and its current status the reviewers nodded and asked only one question: how do we plan to disseminate (to compare: others received 3-8 questions). At the end of the day they ensured us that altogether every project is doing ok so far, there are no big problems. The reviewers promised to comment the already submitted deliverables (i.e. accept, reject, comment) within a month. That being said, a proposition: have the upcoming quarterly telco once the first version of the materials are done (somewhere mid-october). Dear Gabor, * From VUB side, we have no further comments on the CA. * Istvan was kind enough to follow up with the designer and we should receive an updated version of the logo in upcoming few days. * Advisory Board: I contacted several people and Brussels based NGOs (i.e., ESBA-Europe, Digital SME Alliance, and Ueapme) and enquired if any of their representative would be available and interested in joining the STARII AB. I explained that their candidacy would have to be approved by other consortium members. A representative of Digital SME Alliance is still considering his availability. At the moment, I can propose only one person, who expressed interest in such endeavour: Jasmina Trajkovski. Here’s her bio: Mrs. Trajkovski obtained PhD in risk management in IT-Centric Micro and Small Companies, she is a certified DPO, with over 10 years of experience in supporting private and public sector organizations in implementation of regulatory and other requirements for information security and protection of personal data. Involved in over 20 implementations of information security management systems in organization and in as many external audits for personal data protection based on the Macedonian Law on Personal Data Protection as member of one of the authorized companies from the Macedonian Authority to perform such audits.
